Consider linking to `brave://settings/privacy` with message (change crash setting at any time) on `brave://crashes` page when reporting is disabled

Description

When Automatically send diagnostic reports toggled Off in brave://settings/privacy, and when Brave crashes, brave://crashes page shows Crash reporting is not available in Brave. I think the text Change these choices at any time in Brave at brave://settings/privacy shown in brave://welcome page 2 should be shown.

Steps to Reproduce

1. new profile
2. launch Brave
3. click Set Brave as default Browser on brave://welcome page
4. click Skip on Import Settings screen
5. uncheck Send diagnostic reports if you experience a crash or freeze entry entry
6. click Finish button
7. go to the brave://settings/privacy tab
8. confirmed Automatically send diagnostic reports settings is disabled
9. visit brave://crash to generate a crash incident
10. confirmed Crash reporting is disabled message shown

Actual result:

Crash reporting is not available in Brave message shown

Expected result:

I think same text in brave://welcome - screen 3 should be shown Change these choices at any time in Brave at brave://settings/privacy
