Description

From https://github.com/grafana/mimir/issues/1642:

Not all panels have description, this could benefit users who do not have editor privileges in Grafana and can't see the underlying query. Some description are not really need as the panel name is quite sufficient

We should add a description to every non self explanatory panel.
