PRD - DR: Maintaining NC site and socials info, deferring to EmpowerLA's index on NC info

Overview

We need to make a DR to explain why we will not be embedding NC website and socials into our SR details modals.

Determine if we can obtain website, addresses, and social media information for each NC

Overview

We need to find out if we can obtain an address and website for each Neighborhood Council, and how many Neighborhood Councils have social media profiles, so that we can determine if we should put those details within an Address Details modal
