Describe the bug Menu icon with disabled "Clear Messages" should display for Partition in case of selected "Compare"; "Delete,Compare" value for Cleanup policy in Topic's settings

  1. Navigate to Topic's overview

Expected behavior Menu icon with disabled Clear Messages option should be available if the value of Cleanup Policy for Topic is "Delete,Compare" ; "Compare"
