The make summary rule is breaking sometimes e.g. https://github.com/pypsa-meets-earth/pypsa-earth/pull/764

Add the make summary rule to the CI workflow in .github/workflows/ci linux.yaml and create a test for the make summary rule. Also consider adding tests for run all scenarios and solve all networks.
