We shall update the costs data in the tutorial because it no more matches the technology_data format. When that is done, we can drop this TODO in add_electricity.

Moreover, the hydro_capacities file shall be updated as well to respect the latest version with no duplicates.

This issue has low priority, to be revised next time we upload the data bundles
