Description

If we call render-engine serve we should be able to configure the IP and port to use. This should include a default set in the pyproject.toml for each and individual options from the command line.

Research direction
Examine the current `serve` command implementation in the CLI codebase. Understand how typer handles command line options and how to parse IP and port arguments. Look for existing configuration reading from pyproject.toml. Then add defaults and CLI options for IP and port.
