Description

area: collector A scheduled workflow that opens (or updates) a GitHub issue in the tracked repo once a week with the mission log of the week: stars gained, rank moves, overtakes, records. Plain Node like the other collectors.

Study existing collectors in the repository to replicate their pattern. Implement a weekly digest collector that fetches star count, rank changes, overtakes, and records from the GitHub API and a ranking service, then creates or updates a GitHub issue using the Issues API.
