Years ago, DockerHub introduced pull rate limit

https://www.docker.com/increase-rate-limits/

Since velero images are on DockerHub, from time to time we are hitting this issue.

Describe the solution you'd like

It would be great of offer an alternative registry.

It seems like quay.io/vmware-tanzu/velero exists, but its not public visible.

Publishing to ghcr.io would be the easiest option.
